Watching the animation of this gif I imagine that the artist used masks to get the shapes to change from one expression to the other. The only shapes that change are the mouth, eyes, and eyebrows. The position of the face also moves up and down depending on the position. Position key frames were probably used to accomplish this.

The design of this gif is simple enough. There appear to only be 9 shapes. All the shapes seem to be the same with simple changes in size. This gives the design and simple and pleasing look. Even though this design has a simple look it executes displaying different expressions very well.
